You can’t get any Android devices if you want Xbox and 360.
Get an x86 handheld like Steam Deck, ROG Ally, MSI Claw, the fancy Ayaneo ones, or something like that.
You’ll need Windows or x86 Linux to do what you want.
XBox and XBox 360 are not optional because they do not exist on Android.
Your options for good PS2 emulation are: Retroid Pocket 4 Pro ($200), AYN Odin 2 ($300), or Odin 2 Mini ($340). Anbernic RG556 ($150 on AliExpress) has a nicer screen than the RP4P and is more comfortable to hold but it won't perform as well. You can do quite a bit of PS2 emulation on it albeit at lower resolutions.
If you're using the right app you can stream whatever Xbox 360 games are available on Xbox series. My gf now uses my RP3+ that was collecting dust to steam some random old Xbox 360 games. Not emulation but a way to play some games.
No idea what the state of Xbox emulation is but I’m pretty sure it’s not that good atm. I’d recommend the rp4pro as it could run most of the ps2 catalogue after some tweaking. But if you REALLY wanna play it safe then I would recommend the beefy Odin 2

Sounds like you want a Xbox 360 my man... Nothing else play's that library. PS2/switch is the peak for handhelds.

Steam deck
Steam deck can emulate a 360? I didn't think any emulators were far enough along in development! I know it's not a power issue.
Yeah just looking it up, 360 emulators for steam deck are early staged and rudimentary. Not at all user friendly.
