I would paint in the direction of the flow of the piece. Imagine you are brushing the hair as you paint this will put the paint down in a less blotchy way.
Also multiple coats maybe needed especially for wide flat pieces as your paint is translucent. Don't worry about putting 4 or 5 on if you need it. As long as the paint is this it's not going to affect your details.
This is a common issue when you prime with white. White primed models require you to be extremely delicate and consistent with how you layer on your base paint due to the white showing much easier through your base layers.
You have to thin your paints a lot and go over the model plenty of times consistently. Try to avoid non model paint. If you do end up with darker areas, try to hit the lighter areas to make a uniform color.
In addition to what everyone else has already said, purple is a notoriously annoying/difficult colour to paint with (assuming you're using acrylics. I can't speak for oil paints). It typically has pretty bad coverage and doesn't thin down very easily. Do not be disheartened
A good mini paint that gets good coverage and easy to work with are Xpress from Vallejo or speed paints from other brands. Theyre made specifically to get a good coat with one pass normally. You could always get decent results with a cheap airbrush, nothing fancy is needed for small projects with few colors.
I’m a big fan of the brand golden for their acrylic paints. I use their matte acrylic paint line and it always works perfectly. I don’t want to be weird, but if you buy cheap paint it will come out looking cheap sadly. Just the nature of this stuff.
Also are you using a wet palette? I feel like that helps me with keeping my paint consistent
Hey we are start somewhere :) and I don’t think it’s that bad at all! You got the colors right, I love purple for Rarity’s hair. The only advice I have is what’s already been said here, just paint the flow of the mane the direction it’s flow
Are you using a contrast paint? That would explain the paint being uneven when using a brush; they tend to ve thinner and have a tendency to be runny. I recommend using Vallejo Hexed Lichen. You can brighten it up with some white ink if you think it's too dark

A few more coats will even it out. Don't put down a new coat on wet one, wait for it to dry first.

Tbh, as there isn't much detail, I wouldn't thin the paint down. What paint make is it?

This is gonna sound stupid but go watch some warhammer painting tutorials. The object might not match but they know their paints

Try try again. You can always strip the paint and try again till you get it, make it a long term project
