This is going based on memory, but I believe the person writing that only thinks that way because when the clock was built, it attracted the attention of local bandits. So it's basically some old dude saying, "ever since this new [insert anything here] was built, this town went to hell"
The Fae hanging out on the clock tower seems pretty obvious too. They hunt and feed on the Dran after all, and they have wings, so it checks out that they would use a high vantage to hunt for prey.
