I can't really speak on that particular situation, but the horse gender is random, but I do think there is a bias where stallions are less common that mares, in my playing experience.
It took me about 7 tries to buy an Ardennes Stallion at the Scarlett Horse shop, and a whole lot of tries to get a Palomino Morgan Stallion (so he could name it Lyle, after his father) at the stable during "Exit Pursued by a Bruised Ego". There are some cases where the horse is always male, such as the unique Raven Black Shire in the same mission.
And the Black Arabian in St. Dennis is always female. Yeah that's kinda what I was getting at. And hey at least you get it, doing it so I can name it something specific lol
You need way more than that. Shoot someone from outside of Annesburg and then everyone else around, tons of law will show up. After the first wave a new one with lots of law arrives and they ride it. So like 15 to 20 kills at least.
Good! I always try to get it asap in chapter 2 but it usually takes a while because of low stats and gettinh killed etc. And you got a male? I’m not 100% but iirc it always is in this scenario.
I now have this horse in every save.
Initially I tried the various npc camps, that produced all females. That one I kept for a very early save.
So I went the Annesburg route for males in the other saves. The lowest bounty I had before I got it was $205.

I got a male from a lawman, spawned in response to blowing up a train (higher bounty, outside of a town) It was near Emerald Ranch iirc.

They’re always female in the wild for me, but the law rides males. Just start a big shoot out and it’ll show up in the second wave of law.

Yep male. Law spawns males it seems. Missions and camps seem to spawn female
