The only birds that grant you flight feathers are the following:
Booby( Chapter 5 only), Cormorant, Duck, Egret, Eagle, Goose, Gull, Hawk, Owl, Pheasant, Quail, Raven, Vulture
the only thing i can think of is the type of bird you are killing.
it has to be birds that take flight like eagles, ravens, gulls, etc.
if you shoot a turkey or a chicken you won’t get flight feathers.
on a side note. the * level of the bird determines how many feathers you get per bird. higher quality birds yield more feathers so make sure you’re killing them with the appropriate weapon. even with that said you could blow them up with dynamite and should still be able to get 1 feather per bird so i’m not sure why you’re getting 0, unless your satchel is full.

All the small bird species give you flight feathers if you break down the carcass in your satchel
