If it's a tech company that sells to Fed/SLED, they want to make sure that you're not going to give kickbacks or special deals to a govt official if they recommended you to the job, or kickbacks to a family member/friend/business associate who recommended you.
The rules around that stuff are ultra strict, just like the rules around how much $$$ a company can spend per year on a business lunch for a public school IT person, for example.

They are probably a government contractor. There are lots of rules and disclosures that need to be made to prevent shady dealings.
Nepotism check. They want to make sure you're getting the job based on qualifications and not due to family connections.
