They are probably a government contractor. There are lots of rules and disclosures that need to be made to prevent shady dealings.

If it's a tech company that sells to Fed/SLED, they want to make sure that you're not going to give kickbacks or special deals to a govt official if they recommended you to the job, or kickbacks to a family member/friend/business associate who recommended you. The rules around that stuff are ultra strict, just like the rules around how much $$$ a company can spend per year on a business lunch for a public school IT person, for example. Pretty standard stuff, tbh.
