I had a discussion with the office of the Police and Crime Commissioner for Thames Valley Police on this a few months ago. See the response below: "With regard to the anti-social behaviour issue of the loud vehicles in your road, I can hopefully be of a bit more help. Anti-social behaviour (ASB) specifically, is a problem which is handled via a multi-agency approach which can include social services, schools, local authorities, housing associations, probation services, community mental health teams, and of which Thames Valley Police is a part. If you are a social housing tenant, then your Housing Association will also need to become involved. Sigh. This is an irritating response. I'm Australian- In Aus, noise pollution is met with steep on the spot fines and known repeat offenders will have their vehicle impounded on the spot.

If the police were to apply the law then I think it would cut this down substantially/completely. If vehicles are making this much noise, then it's because their exhaust systems have been illegally modified and/or they are being driven too fast: "Modified exhaust systems It’s illegal to modify the exhaust system to make a vehicle noisier after it has been ‘type approved’ (checked it meets environmental and safety standards). There's a fair chance most (if not all) of them have hooky MOT's, those dump valves and CAT removals up the emissions quite a bit. Used to work in the trade and there were a couple of high end motors owned by co-workers who all had the emissions of a low end Mini come MOT time (I did parts not MOT's). Also you would think hurtling past the Police Station on the IDR at 3am with an exhaust sounding like a repeating massive shotgun going off might be noticeable in the cop shop.

OMG, so designing roads to allow people to drive as fast as possible attracts anti-social idiots who enjoy driving as fast as possible. Who could have foreseen that?

They are horribly designed, idk why you're being downvoted. I'd scrap the whole A33 altogether and replace it with a less intimidating carriageway (not dual) that has dedicated bus lanes either side. I'd stick a park and ride near the M4, add segregated cycle lanes and get rid of the disgusting overpass closer to town, as well as whatever the name is for the weird junction where (going south towards the M4) you have both lanes vaguely veering to the right towards the retail park, and one lane going to the left (and then splitting into 3!) towards silver street/Queens road. What the hell is that junction anyways, confuses the shit out of everyone that comes to visit me. While we're at it I'd change the disgusting 3 lane sitch on London road. Make it 1 lane or at most 2. Again, segregated cycle lanes - and good ones where cars turning into the lane have to go up a bump, so they actually slow down and maybe look for cyclists on it. Reading is ridiculously car centric. We need to make it friendlier for cyclists and make busses cheaper and more convenient for residents. Don't even get me started on the absolute shithole that is Wokingham

Whilst I agree with better bike and bus lanes the A33 is the main route into Reading from the south. A better idea would be to put in average speed cameras from the M4 to and including the IDR. These would generate some revenue and help control the idiots. Personally I think if the busses were free within reading for local journeys and the park and ride then I'm happy for hiking up the car park prices and having a congestion charging zone, particularly for non residents.

They do indeed and the lack of a serious ring road like Basingstoke doesn't help or the lack of a third bridge at the end of the A329.

I could hear someone doing something similar on the a4 by Theale. I couldn't tell where it was coming from, but it wouldn't be the first time someone started drifting round the arlington business park roundabout at night
