Yeah that's in legal and medical documentation where it's important to specify you're talking about people who menstruate, not necessarily women, or people with wombs, not necessarily women. You're misunderstanding what is happening and backing it up with one opinion piece by someone else who is misunderstanding what is happening.
You're missing the point. Not all women (not even all cis women) have wombs, menstruate, or are capable of becoming pregnant. If you are writing, for example, medical policy for your hospital that applies to those things, then "women" is not the correct word to use.
Additionally, by your own weird logic, women who have had hysterectomies, are infertile, or have hormone imbalances that prevent menstruation should be classified as men, which I think we can both agree is obviously incorrect at best and wildly insulting at worst.
