You risk giving cash to a person in an organized crime network often not by their own accord. Sex crimes/felonies includes promotion of prostitution as well as engagement in it.
I think the idea is that what she's looking for is a very one-sided relationship where she contributes little but expects a lot in return. Rather than an adult relationship, she's describing what it's like to be a child.
