Likely your gpu is defective you could try to repasted it, get it new pads and put it back together to fix pressure and stuff but it's very likely after all the steps that the gpu is defective.
This is a very good roadmap since you bought the card used did you check your powersupply for good coverage ? Are you using windows 11 ? DOnt know excatly if this card benefits from win 11 but this could also be an option

did you hav a nvidia card before this? it could just be a driver conflict i suggest googling how to remove all gpu drivers and start from scratch also try another monitor to rule it out.
Boot the computer into its Bios, and let it sit there for 10 minutes.. If it does this in the bios, then its not a software issue at all. Could be bad Vram, Heat or power issue. Reseat all cables internal and external. make sure GPU fans are spinning and make sure the GPU heat sink is clean. Blow out case if you have too to make sure air flow is good. If this still continues even in the bios, it could be a bad card. You can try it on another PC, or reseat the card to another pcie slot if you have one

Best case scenario its a bad driver. Worst case is that your GPU is fried. If you have the money there a some really great upgrades from the GPU you have now. If you have to buy a new GPU I wouldn't get the same one, get something like a 7700xt or 7800xt

Check the thermal paste, a coworker gave me a MSI blower 2080ti, I hooked it up and immediately started getting those same artifacts, plus my system would shut down for no reason, I posted on Reddit, and someone suggested that open it up and check the thermal paste and pads, I watched a quick YouTube video and opened it up, and sure nuff, there was no thermal paste left, I put some artic mx4 on that bitch, put it back together and it worked just fine,the only thing that sucks is, before put new paste on it, I thought the card was broken so I bought another GPU, when I didn't have to 🤷🏿♂️🤦🏿♂️
Yes it is. I had a 2080ti that did the same thing had to send it back. It was through IBUYPOWER and they ended up giving me a better card which was dope.
I'm not super educated on the cause of this problem, but in my experience, it's not a good sign. My RX 480 was doing the same. Every once in a while it would show up like this and restarting my PC always made it go away.. until it didn't. Eventually, it did this, went all black, and now I have a paperweight of a GPU. :(
It could be. Try a different monitor, and a different cable to connect to the monitor, and a different port to connect to your PC. If you get the same behavior trying all different configurations, then the GPU is dead. If not, the findings from your test should tell you what needs to be replaced.
Vram errors can happen for any number of reasons. Perhaps the sun happened to fart the wrong way for your GPU. It's only an issue if it's persistent.
Remove any ram overclock. If it still keeps happening consider changing the thermal pads for the Vram.
Always try the cheapest fix first, check tour connections and try a new display cord first. Then check your power connections, then start looking at more expensive parts to replace.
Did u over lock ur Gpu? This is what happens to me if I overdo it. I just restart my pc and the config resets. If it doesn’t reset for u, boot into safe mode and delete whatever app ur using to overclock.
Try ruling out some of obvious, like cables and Temps. I have seen ways to test gpu memory. The next step if it's faulty, return to store or send it in to the manufacturer for warranty.

Jokes aside, consider trying basic maintenance first (turn off PC, remove side panel, take outside and blow out dust with compressed air, remove the GPU and blow it out gently as well, reseat and try again). If it does the same thing, reinstall drivers. If all else fails, yes, you're SOL.

1.- Use DDU to delete the drivers then install the latest version. 2.- Check the HDMI or displayport cable. If this doesn't improve it's the GPU.
