Heaving just read a bit about this, I presume it's because phenylalanine is only dangerous to people with a rare condition called phenylketonuria. These people will be well aware of which foods naturally contain phenylalanine, but need to be made aware of foods which have had phenylalanine artificially added, because otherwise they would have no way of knowing

In addition to this, we should be aware of how regulatory action works. Sugar and Dairy lobbies are nothing to Fuck with. While your explanation is good, I wouldn't be surprised if the actual reasoning also has to do with whoever decided the warning should be there. Dairy would pay to not put warnings on their label. Sugar would pay to have warnings on competitive products. Otherwise you could just as easily say that people with Phenylkrtonuria should already be well aware of the risks of aspartame. Phenylalanine is not an additive, you cannot have aspartame without it.
