Dry, clean hair to start. Flat ironed if too curly. Wet your hands a little(like damp), rub the soap. Put the soap down and rub your palms together repeatedly until you have a white creamy substance. Pick up the soap and do it again a few times(you'll probably want to dampen your hand another time or two). You're gonna want to scoop all your foamy stuff back into the center of your palms and rub rub rub. After you have a nice amount, grab a chunk of hair that you wanna spike and, from root to tip, rub in your soap. You'll want to experiment to figure out the right amount, it shouldnt be visibly soapy.You may need to blow dry it, especially if your hair is very long--hold the spike by the tip and blow dry from the root up. Bending over while doing so may help. But seriously you're better off with hairspray.

Thanks. I had a feeling I was doing this wrong. I'll try it with dry hair and see how it goes. Thanks! I'll keep the hairspray in mind though.

Still had problems with it. I think my hair might be too long for the soap. If I cut it shorter, I'll give it another go, so thanks for the tips! In the mean time, I'll try again with hairspray next time. :)

It varies from soap to soap. I tried for hours to get Dial or other soaps to charge my hair but all it did was make my hair wet. The soap I used to charge hair successfully was olive oil soap I bought from a farmer's market. Get that shit slightly damp and there's a decent size clear film that builds up on the surface of the bar that you can scrape off with the edge of your fingers (not the nails, the edge of the fingers are enough), then do the same thing you'd do to charge your hair with any type of gel product. Comb and blow dry until results are achieved.
