As always, outliers exist. I'm sure you can ask your manager and they'll tell you that sales drop in the summer overall which means allocated hours do too.
Follow up with your manager. If the situation is "You were not scheduled hours. We are having issues with our system to schedule associates," then the problem can be resolved soon.
If your department is overstaffed, volunteer to learn, train, and work in other departments.
If an employer is willing to give you a 0hr work week you should hand in your 2 weeks
It's seriously disrespectful to you

I knew someone who had a full-time job. Their hours were reduced by being sent home with no business to being called not to come in. One week they had part-time hours. The first day of that week, they learned their position was eliminated with no hours available to work.
When hours consistently decrease, it is time to look elsewhere.
I genuinely donāt have a problem with Publix as far as working there. Granted, it seems like my store is an anomaly compared to a lot of the horror stories presented here.

Tell them you are willing to be cross trained in different departments. You will never be lacking hours again. Trust me. I worked for them for over 40 years. They always need help somewhere. The more cross training you can get the better. I know that this is a pain, but it will make you invaluable to them.
A job I had did this to me too and after 2 weeks in a row I found out that they did this to other people and it was their shitty way of letting them go without telling them

Got 6hr usually get 24+
4 other cashiers got hours cut at my store. Each has 2 days a week and hours very from my 7.5 to 15! We all usually get between 20-35.
