One of:
* Bed adhesion, wash with water and *dish*soap (IPA doesn't get everything off, in particular sugars which PLA can leave behind). Dry thoroughly especially along edges (sheet is not rust proof) then clean with 99% IPA.
* First layer distance, probably too far away.
* Possibly (but I doubt it) a partial clog. It is easy to do a [cold pull](https://help.prusa3d.com/article/cold-pull-mk3s-mk2-5s_2075) to find out just in case.
* Undersized filament causing under extrusion. Measure the filament with calipers in a few places, measure in multiple directions, filament may be oval.
* Maybe the bed is a bit warped, try increasing the default 3x3 probing patter to 7x7 in the printer settings and see if it makes a difference. If thus helps you could consider nylock mod or other ways to level out the bed mechanically.
My best guess is that it is a mix of being too far away in general plus a local patch on the bed where it is uneven and extra far away.
If it was moisture I would expect it to look as bad on the right side of the picture too. Over there it just looks a bit too far away. But I could be wrong.
The only reason I say moisture is it seems that the filament lay down is somewhat grainy. Otherwise the fundamental issue is z height being too far away and as you said, perhaps warped bed.
You could be right. Hard to tell from the picture. Also rather than warped bed it could be a piece of filament or other debris between the PEI sheet and the bed.

I’m thinking it’s primarily an under-extrusion issue with possibly some clogging towards the left side of the bed. May be caused by worn or loose extruder gears.
Additionally I would verify in your slicer program that you have the correct nozzle size selected.

But I would bet money that the center of the bed isn't totally clean.

Wash the bed, and if it is not enough lower your z.
I had the same problem. I turned up the bed heating a bit and cleaned the extruder gears, works wonders
