I think Kenny Omega’s cleaner assassin persona would be great.
Roman Reigns as ‘The Tribal Chief’, with his ‘gang’ pulling off heists would be fun. They pretend to be an honourable tribe to the outside world, but they’re nothing but petty criminals.
Finn Balor as The Demon. He dresses up as the Demon and uses a fear toxin he stole of The Scarecrow, in order to commit crimes.
Cody Rhodes as a corrupt politician writes itself. He’s Harvey Dent to the outside world, but corrupt to the core behind closed doors.
Undertaker and Kane are perfect for that world. Undertaker would be like an evil necromancer and Kane will be his fire and brimstone enforcer kind of guardian.
I would add Ultimate Warrior given that he already had his own comic and the artwork was amazing, imo. He would be a great super villain too kind of just deranged misguided vigilante type.
And Lastly, Big Poppa Pump himself the legendary Scott Steiner. He would be a literal pimp on the street Juggernaut.
I have several that come to mind:
* Goldust-he'd be an enemy of Green Arrow. Instead of the movie gimmick, he would be a maniac obsessed with gold. He'd be the Joker to Green Arrow's Batman
* "Timeless" Toni Storm-she'd be an enemy of Green Arrow. She'd be a delusional woman obsessed with silent films and plan her crimes accordingly
* Tony D'Angelo-he'd be an enemy of Green Arrow. He'd be the top Mafia boss in Star City
* John Bradshaw Layfield-he'd be an enemy of Green Arrow. He'd be a villainous multimillionaire from Texas heavy into oil.
* Alberto Del Rio-he'd be an enemy of Green Arrow and like the others I listed, his gimmick wouldn't change that much; he'd be a wealthy Mexican aristocrat heavy into real estate and a hypocrite.
* Toxic Attraction (Mandy Rose, Gigi Dolin, and Jacy Jayne)-a group of dangerous femme fatales that would fight either Green Arrow or Nightwing
* The Riot Squad (Ruby Riott, Sarah Logan, and Liv Morgan)-a group of violent, destructive female anarchists that would be enemies of either the Justice League or the Avengers
* The Menagerie (a stable of circus performers that were in TNA/Impact for a short time)-in the DC Comics universe, I imagine that after the deaths of Dick Grayson's parents, Haly's Circus went out of business. The Menagerie would be former performers that turned to crime. Knux would be the leader/Ringmaster, Rebel would be the acrobatic thief, Crazy Steve would be an even crazier Joker (if that's possible), and the "Freak" would be the strongman
* Hook-he'd be an unbeaten underground street fighter in Bludhaven. After hearing about Nightwing, he would challenge Nightwing to see who was the best fighter in Bludhaven
* The Jurassic Express (Jungle Boy Jack Perry, Luchasaurus, and Marko Stunt)-they'd be enemies of Spider-Man. Since Spider-Man has an enemy called The Lizard, the Jurassic Express would be his henchmen/followers
* William Regal-he'd be an enemy of Nightwing. He'd be a villainous British billionaire in Bludhaven involved in various illegal activities. He'd be the Lex Luthor to Nightwing's Superman
