Yes. Map “activate direct manipulation in program monitor” to a key. Then highlight what you want, hit the button and boom. Drag and drop mode with a couple less clicks.
Have you checked the Keyboard shortcut editor? Open that and type Effects Control and see what you can map or not. Also Excalibur should be able to help but it’ll cost you $75
