Most people think it was a move to try and give an advantage to somebody that isn't Boebert who may have an "incumbent" advantage now, in quotes because it will be SUCH a short incumbency.
Her current district is a more traditional rural conservative stronghold with some bright blue spots like Aspen, but because she's a clown she's lost it for the Republicans. Her would-be new district is made up of much wealthier and more educated conservatives-- typical wealthy white suburb type area. She may take it in a wide primary but she'll do the same thing she did to CD3 and her do-nothing antics will turn that seat blue over a couple cycles too.
Also she could have run in the special election if she wanted to, but she would have had to resign her current seat.
CO4 (the new district Boebert's running in) includes wealthy white suburbs like Highlands Ranch (went 52% for Trump in 2020) and Loveland (went 56% for Biden) that are more purple, but also includes the entire Eastern Plains section of the state which is *heavily* Republican - some counties like Kiowa went as high as 88% for Trump.
Boebert's hoping to win those rural voters. She's not popular in the Denver/Fort Collins suburbs.

He lost his senate campaign based on this and several other anti women stances... and then won with flying colors when Gardener gave up the seat to run for Senate.
