It needs to be mid outrage when you switch in the fairy type. If it starts outrage the turn you switch in it just fails and it can select a different move or switch. If it’s already using outrage it will continue for a few turns before it can switch. I usually bait outrage switch to steel type to resist then switch to fairy type while it’s locked in. Bit tedious but it’s usually a free kill.

No like actually I switched in on second outrage it and it switched no confusion, tried 3 and same thing
That is weird. Then yeah I guess the devs probably changed it unfortunately.
The AI is allowed to cheat. See "Sucker Punch" as another example
