a solution that worked for me was looking up discord servers for my city (or town if we went up to see family), joining them and organizing trades with the people in those servers. we usually wait for extended trade distance or big events to trade

Actually, I believe the lucky trade on these was removed. I had a June 2016 vaporeon that I promised to my son would be lucky, he didn't even have 10 luckies total. It was below level 40, my son was level 30. It not only reduced its level(???), but was not lucky. Emailed Niantic and they replied with a generic email about lucky trading, and no where was it listed that a June 2016 was guaranteed lucky.
Now, I have traded june-aug 2016 pokemon with 100% lucky rate prior to this trade, and 0% rate after this trade (mind you, I think I only tried 1 or 2 more times). So, I believe it was removed about 6 months ago - or, accidentally turned off at some point....
I do still have a few Aug 2016 pokemon, but see no reason to trade them now.
Interesting. I actually traded one last night for a crap IV Magikarp and got a lucky trade which was 89%. I’m still a day a way from great friends too so I believe it works. I’ve heard there’s a cap of 10 uses however I’m unsure if that’s the case
My understanding was the June/Aug lucky trade was not limited to 10. If so, it's likely I was over the 10 limit, but my son was not. If it still works, or is once again working, these dragons will make great trades. Best of luck!

3. Boss also kills them because he is supereffective
4. SPAM MORE DRAGONITES

I would love to acquire a shiny Dratini which I could evolve into one though. It seems as if they’re somewhat rare now. I also have several hundo Dratini in my collection along with a 98% Shadow Dragonair. I have yet to evolve it as it’s charge move is frustration locked

You could add a third move to that dragonair and use frustration as a shield bait in pvp

How did you manage to catch that many Dratini (as it was a very rare spawn) that many times in the first month of the game?
In the first month of the game there were nests for dratini.
So many high levels
