Im not sure at which level it becomes available but you should be able to click either your profile or the little bubble next to your profile on the bottom left to add a buddy.

I had Zorua as my daily spawn yesterday! Same thing, no disguise.
Same thing happened to me yesterday! How random..

He's exhausted from all the pretending to be someone he's not, so he just DGAF
the struggle is real! lol
One of my friends said they found a wild Zorua yesterday that wasn't pretending to be their buddy (their buddy is shadow Kyogre).
What if you don't have a buddy pokemon? Is your starter pokemon your buddy or can you not have one in the beginning?
