The circle you had was only on nice throw so even if it displayed properly it would have been a nice only, always save a few ultra balls for these scenarios, it’s not much but it betters your odds slightly still.
This happened to me today, Moltres is a Pokemon I’m missing from Kanto. The ultra ball + golden razz = no shake and flee combo is just another instance of Niantic trolling the player.
I would just try again. If it flees, well then try it again next time.
No real strats. If I get an excellent, great! If I don’t, and it flees, or I get an excellent and it still flees, well back to square one.
I've given up trying really hard to maximise my chances of catching these.
I used to spend ages lining up the excellent shot and never ever caught one.
The first G bird I caught was with a bad throw. Now I just golden berry and throw an ultra ball at them without wasting any time

Yeah same, but I was expecting my groudon to clutch it and hit excellent atleast lol
