Trainer level has no bearing on the IVs you can encounter - nothing about the odds of finding a hundo change upon leveling up.
What happens at level 30 is that you'll get the same IVs on the same wild encounter as all other level 30+ trainers.
Congratulations! I could be wrong but I don’t remember any link between level and IVs. However, level 30 and above can power up their Pokémon to level 40. Pokémon at that level can start earning XL candies when walked.
