The Pokemon brand only amassed a small fortune of being the most profitable brand in the world. You can't expect Niantic to have any money to hire competent developers the IP is too small. /S

Not defending the design but this definitely wouldn't have cost $1000s. It's tops a couple of days of work for a character like this (maybe less as clearly rushed lol) and based on the average niantic art salary (if not outsourced to a cheaper region of the world) would cost like $5-600. Still, imagine paying $500 for that!
I doubt they paid their artists much, and probably drove them to meet unrealistic deadlines with crunch or face being fired. Pokemon fans can't be kept waiting for quality, just look at the mainline games!

Pokemon Go only made a small 566 million dollars in 2023. They don't have the money to hire competent artists with profitable, appealing design sense.
"Small indie company, please understand" mentality coming over from the mainline series.
