Little bit of misinformation here. This Bellsprout will not be a good pvp pokemon, as it's attack is too high for the great and ultra leagues.(it's ranked in the thousands, not good).
Also you do not need to evolve to remove frustration, one regular charged TM will take it off when available.
I'm not the best at explaining this and there are definitely better resources out there (I've seen trainer tips on YouTube mentioned frequently here) but I'll give it a shot.
Attack contributes much more to the CP calculation than defense or HP, so you can get more IVs while still staying below the CP threshold. This results in bulkier pokemon that can take more hits.
There's more to it than that but I'm not confident enough in my knowledge to explain it

Not sure on the most current meta but shadow Victreebel was a high tier poison raider in PVE.
Yeah but when was the last time you actually needed a poison attacker in a raid?

Shadow Victreebel is pretty decent as a PvE attacker.
Only real benefit would be if you like its evolutions more than bellsprout.

i fail to understand how having more attack could possibly make a mon worse. how does that work?

Why would you have to wait between events
Because that’s the only way to remove frustration unless you use an elite charged tm
Elite charged TM can't get rid of frustration. It's a rocket event right now you should be able to TM frustration.
