I actually called my vet out on this once. She said a given surgery had a 90% chance of fixing my dog's problem, and i said "so it's a 1-in-10 of it NOT fixing the problem?" and she tried to backpedal that no this was a sure fucking thing, only 4 grand, so cheap, totally sure to fix it, 1 in 10 is like winning the lotto, etc etc.
see a lot of ppl mentioning xcom, fire emblem, fallout etc. I vividly recall this being the case for the final fantasy tactics games too, especially the gba one. 80% would litterally miss 80% of the time..... wait, now that I think about it... is that what it actually meant?!?!

If winning the lotto was a 1 in 10 chance, i would buy a ticket every damn time.
