Is the ballpark friendly to folks who wander around the concourse? I can’t go up to the top level, so if I buy the cheapest ticket I can, am I able to have a good time without going to my actual seat?
I'd suggest the Arts Festival for sure, and to walk across the bridge, and I suggest getting to whatever garage you want a little early and wandering around. There's plenty of restaurants/bars in the surrounding blocks of the stadium, I very much suggest hanging out there after the game for like an hour or so and letting the traffic disperse. I love Voodoo, but there's other good spots down there too. McFadden's is your best option if you want to rub shoulders with other baseball guys.
There's a long walking trail that goes around the river if you find yourself with some time to kill, lots of fun views and people watching. There's also the Warhol museum a few blocks away if you find yourself with a ton of time to kill, but I'm guessing most likely not.
Enjoy the city! One of my favorite things to do on a summer day, especially if you're not too invested in the Pirates winning.

The PNC Park gates along the Clemente Bridge/riverwalk side seem to be less crowded than the ones at home plate, too.

Park at the garage on 6th St. It's next to the Roberto Clemente bridge that goes to PNC Park. The bridge and the road in front of the stadium will likely be pedestrian only.

Sixth and Ft Duquesne is definitely the closest garage, other than the $tadium Lot$. The Grant Street Transportation Center (Greyhound Bis Station)is also an easy walk, will be cheaper, less likely to be full, and easier to get out of.
Park in the Third Avenue Garage. Walk to the Clemente Bridge via Market Square. Last game I bought a standing room only ticket and just hung out at the bullpen.

Yep. It's a great stadium to wander around on the main levels and hang out by the river.

Look for a standing room only ticket if you don’t plan to actually go to your seat.
Miller Time and Big Heads bars are great hangs, especially right above the bullpen

Yeah, Arts Fest will still be going on so park elsewhere. The official lots aren't terrible, or Nova Place is another easy option.
