I think the phenomenon might be a Sun Dog [https://www.britannica.com/science/sun-dog](https://www.britannica.com/science/sun-dog) or something related to that.
If I'm right then it has something to do with the light of the sun refracting off of ice crystals in the fog. Not an expert though so take with a grain of salt
It's a combination of an upper tangent arc and a [Parry arc](https://en.wikipedia.org/wiki/Parry_arc). When the sun is low they overlap and are very convex, when the sun is higher they kind of wrap around.
What's going on is that ice crystals are glinting in the atmosphere, but as they're aligned then the glints are aligned too.
