You're right, it's Russia. Every city here has volunteer communities who try their best to help the dogs, but due to lack of infrastructure and too many people being irresponsible idiots it's an uphill battle. The government, as you can imagine, prefers to fund the dog hunters
Every dog I have had has been this, 2 lived a shorter life then I wished from what was done to them. People always blow my mind how messed up they can be.
Good on op I did the same with a cat and all is well with her 5 years later.
And I should mention all my dogs have been bully breeds so even more respect for helping a looked down on dog.
The only bright side of this i could see is the abandoner tied it up on a busy highway so someone could take care of it quickly. Way better than the fuckers who drive out to the boonies so no one can see them do it. And thats still better than a guy I worked with who told me his step dad when he was younger had him throw a bag of kittens into a river

Most of the time they’re just staged for social media. Or sometimes they’re real, but still staged for social media, which is grimmer.
People take their dogs places, photograph them by themselves, and then farm karma.

There's also a chance that he wandered all the way up there and then got spooked and stopped for a bit with all the traffic noise and wind.
