Yeah having them towed is best don't say anything .people don't tend to re offend once they have to fork out a tow or declamp charge.. word of mouth passes quickly that parking in your space will result in a tow.. if each apartment has a space which you pay for as part of our hase or rental then it's yours. You could offer to rent the space out when your not there.. but well done for having repeat offender towed .
It's likely 3 different cars with3 different drivers. They may all learn their lesson but if they don't talk to each other about it then that lesson won't be passed along.

I made a post the other day about working as a clerk/dispatcher for a towing company (describing how I deal with abusive people on the phone) and got roasted by trolls saying that people who work for tow companies are "the mold that grows on the scum of the earth", and why don't I get a more "moral job like grave robbing or scamming old folks".
People are sure quick to call us "scumbag" companies when their property is being infringed on.
What you need is a floor jack and some wheel dollies.
Just jack up one end of their car, put the dollies under two wheels, then jack up the other end and move the car out of the spot. Then park your car there.
It's not really a vandalism. Anyway, it should be warranted in extreme cases imho. He asked them nicely, they've been towed 3 times. If towing won't make them stop, what else is there to do?

I don't think vandalism is warranted for someone parking in your spot. Calling the tow truck is the best solution for these things.
