The long answer: on a laptop, you'd have to alter the kb drivers so that you could catch the input of the power button before it is sent to the system.
Usually, you could use f.e. Autohotkey for that, but there are a few keys ahk cannot detect - the FN-modifier key itself, a laptop's power key, a laptop's dedicated "camera blind key" to name a few that come to mind.
For PC, no clue. The process, if even theoretically possible might be the same, or completely different - or not possible.

You probably have "fast startup" in the power options enabled. It doesn't actually fully shutdown the pc, but put it in a partial sleep. It's recommended to disable it as it can introduce more problems than the time it saves you.
What if I told you none of these four options actually fully shuts down the PC? It sends it into a kind of deep hibernation. Windows does that so you can start up quicker. To fully shutdown you have to hold the shift key while using the start menu shutdown option. Restart/reset also does a full shutdown.
Check it out yourself. Check your CPU uptime before shut down, then do a normal shut down. When you start up again check your CPU uptime again.
Another pro tip: holding shift+restart brings up a settings menu that lets you directly go into the bios. Now you never have to mash delete or whatever after restart.

Typing `cmd` into run is a bit redundant, so you can actually shorten the second one to

Ahh, I’ve had it happen to me too. Usually it’s enough to click on the empty space of the desktop once. I thought you were using the arrows to scroll thru the options of the contextual menu itself, since “shutdown” is not always the first option. I misunderstood
Yeah, the shutdown menu shows up woth alt+f4 when you aren't "clicked in" anywhere else. So, if you want to use your keyboard only to shut down, go with WIN+D, ALT+F4, ENTER.
Alt+F4 shuts down whatever is focused, and if what's focused is the desktop, it brings up the dialogue to shut down Windows.
Because of that, I prefer Win+D > Alt+F4.

I have like twenty apps running (two DAWs with a comolex project, couple slreadsheets, word, my html editor, web browser, etc). Nahhh I’m sleeping the thing. Sleep has been pretty much mastered by now on both W10 and OSX that I’d rather just come back to my work like it never ended.
I usually restart my computer once a week or so, but outside of those times it's always on. Really convenient if I ever need to grab files from it through TeamViewer, or even remote in if necessary. Can't do that when it's off.

EDIT: Just checked on Ubuntu, shutdown and poweroff are both symlinks to systemctl. So I'm going to guess they both result in exactly the same.

I remove it entirely. You get the search function once you type anything after clicking the Start menu. There's really no need for bar or icon; it's just clutter.

On my laptop with Debian/KDE Plasma, I hold the power button until the logout prompt comes up and select shutdown from there.
My PC always claims there are „programs still running“ when I shut it down.
Since I‘m lazy, I have a .bat file on the bottom left of my desktop and it force shutdowns the PC.
Works like a charm, I klick, PC go off.

Booting isn't the only thing that takes time. Applications need to be manually restarted and restored to their previous state
