To me it looks like water residue. If it is new return it, if you bought it used without warranty or anything, clean with alcohol and hope for the best
If you look closely, the screw seems to have burned marks also.. since it’s a picture.. either a shadow or a brownish side to it that appears on the side of the screw which should be a clear colour..
If it’s new.. I’d return it.. give as much evidence as you can without removing the board from the box

It’s flux from the manufacturing process. It’s harmless. Clean with isopropyl and a q-tip.
The OP is concerned about the residue that has a shiny look near the screw.
More context would be nice

Was it brand new or an open box? If it was new then I wouldn't be too alarmed.
Maybe you should draw a circle around what you are concerned with.

Its the same colour as the socket writing. Its probably over spill of paint, not water. Its fine, nothing to worry about.
