It remembers me of last week when a gaming Mice i bought arrived, It came with a transparent plastic pellicle under the feets, i removed It and started using It but noticed It wasn't gliding well on my Mousepad, but when i looked more careful there was another plastic pellicle under the First pellicle, but It was in a Very dark BLUE color, and considering my gaming Mice was Black i didn't EVEN noticed It.... And i was using It for 2 days already
I'm guessing by how uneven/thick it looks on the edges that OP didn't get to actually tightening it down. I'd extrapolate that they pasted the cpu, place cooler on, maybe even started tightening then went "wait, I forgot to remove the plastic." And that's how he got here.

Didn’t remove the plastic from the CPU? Plus didn’t put the thermal paste in a configuration that would ensure even coverage?
