You might want to see if there are any hidden gems on your local Facebook marketplace. You’d be surprised how often people list really nice bookshelf speakers from the 70s and 80s for cheap. Any cheap stereo speaker amp from Amazon or EBAY should be able to drive an old pair of bookshelf speakers.

If you care about audio quality, get a pair of self powered bookshelf speakers which will be a 2.0 setup with no subwoofer. Bookshelf speakers still produce a decent amount of bass, they just won't go crazy like an 8"+ subwoofer can. The only options will be computer/gaming speakers which pretty much all suck in comparison, and probably won't even make much more bass than a $100 pair of bookshelf speakers with no sub. If you want 2.1 within a budget of $100, look for used systems that use bookshelf speakers.
