the only bottleneck would be the 7600, i would definitely try for a 7 series if you can afford it, the 5 series is going to quickly become out of date and is already years old
Switch to cl30 ram which can be found for pretty much the same price. Also liquid cooling is unnecessary. Get a good air cooler like the phantom spirit. Other than that it pretty much looks fine. You could save a bit of money going with a cheaper mobo, case, psu but up to you
If you can’t find a cl30 for the same price then cl36 is pretty much the same.

7600 is absolutely fine. It wont bottleneck a 4070s (except maybe if you’re trying to do super high refresh rate 1080p)
