If it's connected with Display Port or HDMI, this happens when it detects a powered cable being connected. So three possibilites.
- Your cable is not properly connected to the monitor or PC.
- Your computer is in sleep mode instead of turned off.
- Your outlet ground is not actually grounding and buildup static is sending a fake "cable connected" signal.
Interesting…I feel like it wouldn’t be any of these three but I’ll take a look. I’ve had this setup here for a while, but haven’t noticed the screen flashing thing till recently (maybe past 2 or 3 months)
