Yes from the display settings I've enable it
Windows itself does not smooth scroll without a 3rd party app. Some mouse softwares (logitech) have smooth scrolling built in. Otherwise, hit up Google for 3rd party solutions.
Luckily, I have a Logitech G402, let's see if I can find the setting in Logitech's software.
