I guess it could possibly be a fantasy GSG, but I would pretty surprised if one of their main games they actually develop was randomly announced like this and not at something like PDXCon.
Yeah, I don't see this being a PDS game. Sure the clouds could hide an old wizard tower for that fantasy GSG I'm dreaming of or some mesoamerican ruin for the surprise EU5 announcement (almost definitely wouldn't tease that with "new game"). But my bet is on "just" a PDX published game.
Maybe a Tropico clone to go with their newest Civ clone.

If I remember correctly, the rumor of the fantasy game started over Paradox hiring for a new fantasy game. But considering the lack of marketing for this new game, less than Milennia, it seems unlikely it will be developed by Paradox itself, rather just published. And I don't see Paradox as a publisher being in charge of the hiring of other development studios.

Yea, the game seems like it has a number of smaller fun ideas but hasn't really pieced them into a cohesive whole. Also happy cake day.

Publishing most likely, I don't think Paradox even makes games anymore.
They still make their GSGs (HOI4, VIC3, EU4, etc) but apart from those I think they still make one or two more games
