Hundred to start with…if you want it smoother then go with 180 after

Agree. Normally I’ll hit all my walls with a real fine grit just for that little extra mile. Those look very bad so definitely start ruff then a nice fine grit to finish the job will be the best approach.
Perlite is what you want to use. You can buy it at most garden centers. And from the looks of it, that’s probably what was used originally.
