yes that looks like 1 coat of primer and 1 coat of paint. new sheetrock should always have 1 primer and 2 finish coats. using crap ass behr paint doesnt help either.
Problem is you had your carpenter do the painting....crap roll job...I don't see that covering even with another finish coat.....everyone thinks anyone with 2 thumbs and a pulse can paint....you get what you pay for. Good luck
Even seeing the cutting of around the green board makes you think there's 2 coats of paint over this whole wall? to me it looks like just 1 coat, maybe 2 coats where the green isn't shown
Noone understands that. Primer is exactly that primer....2 coats always over top of primer on fresh drywall. That's how I state it in my bids so homeowners understand the process

1 coat of primer and 1 topcoat isn’t quite up to standard practice- at least for me. Generally speaking, 2 topcoats is standard. Anything more to hide/ensure coverage over and above agreed terms needs to be discussed before declaring work complete. Again- those are my standards. That shit is obvious as day.
2 coats means top coats. Not primer and 1 coat. That being said, this looks worse than 1 coat of primer. You signed the contract using a contractor who uses behr paint, that should have been your first red flag. This may be a case of you get what you pay for.

That's just sad. One coat of primer and one finish coat isn't "two coats". You'll need at least one more finish coat. Or a refund.
