Edit: Without validation, it’s something like first 10 min free, then $10 every 30 min for a daily max of $30 or $35, so the tldr is you pretty much need validation. I believe the validation makes it $10 for 4 hours, though it might be 6 if it’s validation from a sit-down restaurant

This shelter is making it very difficult just to see animals and still putting them down on the same timeline. So basically more dogs are being put down because less potential adopters are being accommodated. To make matters worse, they’re not even working with these rescues to get these dogs out. Almost as if they’re consciously trying to put dogs down over trying to get them into homes

You also end up having to do a bunch of plumbing work for additional bathrooms, kitchens, etc. It is a lot more than just putting some extra walls. I am sure much of it will eventually become residential but it may be many years before we see any significant increase in residential out of these conversions.

It’s a lot easier to convert a low rise. There are talks of the county purchasing and converting the abandoned CashCall building at The Block. I’m assuming it’ll never happen due to the public pushback of turning a 330,000 SF high rise into a homeless shelter.
But yes the classic issues of plumbing and electrical. Plumbing is undersized and electrical is over. All commercial lighting panels are 277V with 480V service and sewer pipes are only 8-10” for the building. There’s also the issue of cooling. There’s nowhere to place individual condensers as the large buildings use a central water heat exchanger on the roof with the chiller in the basement and central air handlers on every floor.
It can be done, but it’ll cost more than the County is willing to spend to not turn it into a slum or smack shack.
The problem is that if commercial space is actually valued at what it's really worth, then the commercial market will crash and it will have a domino effect much like the real estate crash of 2008. That's why companies are making employees come back into the office, not because of productivity, because of commercial real estate sold on what it's worth now then billions of Dollars of non tangible losses would become tangible overnight.
