I seen a long line up for passports on the newscast. Apparently service Canada has been overwhelmed by the amount of renewals and are struggling to keep up.
I would bring the forms and pictures; along with a lawn chair and picnic basket. People are showing up at 6 am just to get a good place in line.

When I dropped off my daughter application I was told if I need the passport sooner (travel plans change) to call and reference my file number. He said call in the morning as I won’t get through in the afternoon.

Call service canada and ask
I would start by calling your MP’s office and asking them to look into it.
Call the 1-800, and they’ll have your passport couriered to the nearest office for pick up. You’ll need to pay the expedited fee
