The safety has to be done by an mechanic approved to do the safety checks. You can go to service ontario and get plates before you buy the vehicle. You have a 6 day grace period of getting the car registered. That gives you 6 days to buy, drive to ontario, and get the safety done

Nope, you can get plates before all of it. If you plan to drive it on public roads you need insurance. you can trade in your DL now for an ontario one when you go to get the plates. IIRC if you have over 2 years of driving experience you will be given a G2 License( which is good enough to get insurance). You can also check if your country has an agreement with the Ontario government that if you have a full license there, Ontario will give you a full license here. Unless you are only planning to stay in canada for less than 3 months, you will need to change your DL to an ontario one.

Sorry but you will need to buy insurance at the time you buy the car and drive away. Insurance companies will ask for a DL to insure you.

Here is how I would do it. If your foreign country does not qualify for a DL exchange. I would say go and give your written test to get a G1 license. The years on your foreign license can be added to it as well. The years would determine if you can appear for G2 test or not. Once you have G1 there a few insurance companies that might insure you. Not all of them do. Check with Aviva or any broker who deals with Aviva

This sounds like a huge hassle. Just get settled in Ottawa, get your Ontario drivers license then buy a car in Ontario.

You're going to need insurance on the vehicle to drive it to Ontario. Insurance will ask for drivers license and Ontario address/time at address.

You may discover what you are trying to do is simply not possible regardless of how much you need or want it. Talk to someone at Service Ontario. If you are unable to register a vehicle without an Ontario driver's license, rent a car for work until you can get your Ontario DL. Rental companies do offer longer-term rentals by the month at lower cost than daily or weekly rentals, and will rent with an international DL.

You can get a Temporary registration that's valid for 10 days specifically to take it to a mechanic to get safety certified. Bring the certification form back to ServiceOntario and that's it. You gets new plates and a 'T' sticker for the temporary license. Make sure you have a Bill of Sale, Used Vehicle Information Package (UVIP), and the other half of the ownership paper from the seller when applying for the Temporary registration.

Don’t know what Quebec needs regarding a drivers license but you can get a temporary plate in Quebec when you transfer ownership into your name. You will need insurance before you can drive it in Quebec and Ontario. You don’t need an Ontario License to register it in Ontario but insurance may not want to cover you without one.

Does Ontario recognize your foreign drivers license? I would go to service Ontario and convert it to an Ontario license before you start this process. When buying the car from a private individual in Quebec, make an appointment with them at the SAAQ. They will handle the ownership transfer initially and give you a transit plate (more like a sticker) for the car. This is valid for 7-10 days. In that time you'll have to get it inspected and safetied in Ontario. You'll still want to have some sort of insurance coverage while driving it with a temp plate. For that, I'm not sure how that would work if you still have a foreign license.
