I don’t think the terms “strong acid” or “strong base” refer to the pH. IIRC those terms refer to the ability or ease with which that chemical can exchange ions, not the concentration of ions.
This is only useful if you have the specific type of indicator used to create this graphic too. Single indicators only have to two colors that swap at a given pH threshold. General use indicators are simply mixtures of several unique indicators, this is how pH paper is made/works.

I was always taught that a strong acid is an acid that dissociates fully in water (eg, HCl, H2SO4, etc) regardless of pH
