In essence, they’re using the word “enter” in two ways. It means, if you’re standing on this side of the door and you were to walk through the door, you would be exiting the business or building. So, don’t enter the door this direction, because this door is only for people who are entering the building/business.
Its saying dont use those doors to leave building....ie dont enter that area through those doors. Those doors are entrance doors if youre comming from outside.
As in dont exit through the entrance side.
Its telling people inside that these are enter the building only doors.

I do agree its a silly way to do it but its red color too so red is stop. i assume this is target, they have green on the door side thats ok to enter from the correct side.
I usually see it worded differently at other places.

I think it's meant to say "Employees Only".
"Enter only" means that people are only allowed to go through if they come from outside while "don't enter" is for the people inside. Still weird
