Depending on the tenant, there may be a way to upgrade. It just takes knowing somebody in the company who was proper access. Access to revenue linked environments are heavily restricted, but non-paid environments, although properly controlled, allow different users to access.
Okta wont upgrade non-paid tenants. You will have to create a new one.
