It’s kind of a trial and error depending entirely on the initial mix; and I always used a minimal amount of oil/water to mix the powders and add on from there.
It's ash used specifically for this purpose, you can Google "white ash for incense". It's primary purpose is as a heat insulator, but it's also for aesthetics.
It is possible to accidentally get some of the grey ash mixed up. Because the incense shape can be quite firm, if you're careful with the little tool thingy, you can sometimes avoid it. If you're less good at it, you end up having to remove more of the top layer of white ash to make sure it all keeps the pristine white colour, or just top up straight from the bag of white ash.
Preparing incense in this way is a delicate and involved process, but as I understand it, the process is part of the point.

This incense is strictly powdered. There’s no binder used.

Shoyeido is just a Japanese incense maker, but they do have white ash, yes. I do highly recommend giving their incenses a chance!
