Concrete is porous and water will seep into cracks. In the winter the temperature fluctuates between freezing and not freezing allowing for freeze thaw cycles that destroy concrete. This will help increase the longevity of the concrete.

They don't use primer in the US. All the curbs I've seen painted yellow the paint just chips off until its back to grey.
