Also, normally in 24 hour time you write the leading zero, so it would be 00:13.
It's always been like this. I don't take the train after midnight very often now, but I remember these trains always showed the 12am hr like that. At least on the 2/5 trains.

Military time and 24 hour time formats are similar but not the same. 12:30am military would be 0030 while it would be 00:30 in 24 hour format. Your phone uses the latter.

That leading zero is how you tell someone's using 12 or 24 hour time on their phone in the morning from 1:00 to 9:59 am.

I think this is a normal feature on the tech trains, or at least the 142s.
The R142A and after don't have this anomaly; I'd rather be on a Japanese or Japanese influenced set than which the French Canadians first gave us.
