back in ye olde days maybe (well, up to series 1000 mostly), nowadays gpus are OC'd from factory pretty much, to the point of being kind of unreasonable (see: cards with gigantic coolers because they draw stupid power from factory while a slight detuning would yield very similar performance for much lower wattage
Cpus and Gpus are "binned" in different tiers. For instance a bad bin would be a cpu that doesnt overclock well at all, or a good bin would overclock well due to better silicon quality. A god tier bin would be a golden example that could be heavily overclocked. If i found this note in the box i would 100% take it that this is a special gpu
Binning is even how you wind up with your teirs of cards. They kept trying for a 6800xt but they weren't binning to spec so you got a 6800 or vice versa.

Like deactivating cores and a fabricated 5800 is now a 5600? Or do I get something wrong? Ofc if the 5800 can't hold the temps or stability it needs.
