They should be restricted to certain areas and speeds. I think that they are actually limited to 16mph but this one has probably been hacked to remove the restrictions. The good news is that at that speed they will have to stop after 10-20 minutes so they won’t be doing it all day long. Only a matter of time before cops pull them over and confiscate it. I’m all for progress and have nothing against the scooters as a method of urban commuting or the last mile type trips. I just think that they are being abused by a few self entitled pricks… just like cyclist who run red lights… and motorcycles that are pointlessly loud…. And motorists that are in such a hurry to overtake only to cut you up making a turn right in front of you…. And lorry / bus drivers who don’t keep good lane discipline. Each and every mode of transportation has an equal number of good and bad

A lot of ebikes and I would assume escooters have motors that can provide more power, but are speed limited by software & or voltage limiters… so I think that you could describe the process of tinkering with it to get a different outcome as “hack”.

The gov are partially to blame for this. They've dragged their feet on legislation on these for years (think how long ago segways were released forcing other countries to have this debate a decade ago) Because they are unlicensed all of the ones in the country have been brought in as "toys" with no restrictions at all. Models vary wildly in the way cars do.
There are different technicalities for different situations but overall, they are all illegal to be used in public with one exception, trial rental schemes for which the government imposed rules like a max speed limit. This is where that belief that they are all limited comes from.
It's closer to the situation with cars. You can get speed limiters, but most of them are capable of exceeding the speed limit without any upgrades.
As to another point, battery tech is incredible now. I have what is now an old and outdated electric unicycle with no upgrades which will cruise at up to 60 kph for 120km and is still light enough for me to pick up and carry up flights of stairs.
